You should try the Lubuntu distribution.
Now, most of you might not have heard of this because it hasn't been officially released by Canonical, although you can easily download it through Synaptic Package Manager.

Lubuntu is based on Ubuntu and uses the LXDE desktop environment. LXDE focuses on speed, simplicity and visual interface. It's really fast, lightweight and look brilliant.

You may have heard of Xubuntu, also a lightweight alternative to Ubuntu, but LXDE is much more lightweight than Xubuntu. By lightweight I mean less customisable. BUT, LXDE is amazingly fast. Faster than Xubuntu. It boots up within 5 seconds and each application loads within 3 seconds.

I just love it. Simply delicious!

It is incredibly easy to use. Although you may need a bit of help from Gnome utilities for customisation as LXDE doesn't offer too much options/features.

Installation:
1. System > Administration > Synaptic
2. Search "LXDE"
3. Right click > Mark for installation
4. Hit apply
5. Restart
6. At the bottom left of the GDM, the login screen, change your desktop environment settings from GNOME to LXDE.
7. Login and woosh!

Looks good actually like how 2001+ Of Windows goes

Again like most versions of ubuntu it looks alot like the Mac operating system personally it is ok i still prefer original ubuntu to me as an operating system it is mainly all i need i like it and i am sure that there is not much change between the 2

Windows XP - Windows Vista - Windows 7

Ubunutu - Xubnuntu - Lubuntu

(The Ubuntu Operating Systems are he ones i no of not all of them)

I'm a bit confused.

Is it a full fledged Distribution, or just a Desktop Enviornment?

It is a distribution running LXDE desktop environment.
