Who knows a GOOD site who supplys a file manager and can let you UPLOAD your own forum software and use it as that? Anyone? Oh and you must be able to use a subdomain

Yeah I've talked about Zymic previously. It has mysql and ftp upload so you can upload a forum to it.

Also, if you looking for a host for a forum, make sure whatever host it is supports PHP and MySQL otherwise most forums don't work.
(You don't need mysql, some forum systems support flat-file storage but... PHP is a must)
There are also cheap paid hosts out there.

FreeHostia or Zymic are the only I can think of
free-webhosts.com has a TON of reviews on different websites

Yes, I now use www.000webhost.com for my web hosting, and so far I like them better than ucoz
